Lewisham Council operates a Warm Homes Healthy People (WHHP) scheme, providing access to wide range of services to help vulnerable households in fuel poverty. The scheme is referral based and support is targeted to vulnerable groups only.  Home repair grants are available, as is a handyperson service. Warm Homes Healthy People

The Warm Homes Healthy People (WHHP) scheme, provides access to a wide range of services to help vulnerable households in fuel poverty. The scheme is referral based and support is targeted to vulnerable groups only. Services available under the scheme include:

  • Stay warm pack
  • home visit from an energy advisor
  • advice on how to keep warm
  • 1-2-1 advice on switching tariffs
  • fuel debt advice
  • handyperson service
  • community connections service
  • befriending service
  • …..and much more

Any vulnerable resident can be referred, although we particularly welcome referrals on behalf of the elderly, those with long-term health conditions or low income families with children under 5 at home.

Services for older people, including regular advice drop-in and outreach sessions and Community Connections scheme.

Home energy advice visits         

Delivered under the Warm Homes Healthy People scheme and aimed at vulnerable individuals. The Advisor will spend several hours with householders, providing:

  • stay warm pack
  • home visit from an energy advisor
  • advice on how to keep warm
  • 1-2-1 advice on switching tariffs
  • fuel debt advice

Grants and Loans

Home repairs grants and loans- available to those who own the freehold or leasehold on their home, and whose homes are ‘non-decent’. Grants up to £3,000; interest-free loans up to £27,000.

Emergency Home Repairs grant- Financial help up to £2,000 for those at serious or imminent risk of harm, including no form of heating (from 1 October to 31 March) and no hot water supply. Eligibility criteria apply.

Handyperson Service

Aimed at residents over 60, disabled, vulnerable people (due to physical or mental health) or people under 60 who need to come home from hospital after an operation. The handyperson service is available to residents  of any housing  tenure although some types of work may be restricted if a housing association tenant. The service is free; the resident is simply charged for the cost of any materials. Each job is limited to a maximum of two hours.

Linkline Telecare

Linkline is available to anyone who feels vulnerable or at risk- those who are older or living alone, and younger people with disabilities.

There is a one off installation charge of £25; mobile response is £5.37 a week, telephone only response is £3.38 per week.

Some may be eligible for financial assistance following an assessment of needs from a social worker and a financial assessment- and in this case the installation fee is also waived.
